Can all TCP contril bits be zero?

I got a packet capture from a customer with data tcp packets having all control bits(syn,ack etc) zero. My packet engine is discarding the packets as invalid packets. My question is :

1. Are these packets rfc compliant?
2. Is there any easy way to generate such packets?
