Can access to website from static IP machine but not DHCP

Got this weird situation, hopefully someone can explain this to me.
From a static IP machine I can access e.g. 123.204.135.99 web page and also I am able this particular IP address.

But I cannot do the same from a DHCP machine, I got an pop up message from netscape "Connection refuse" from Netscape, and "This page cannot be display" from IE

And it works ok for both machine with other website.
 
What is the default gateway on the static PC and what does it show when you use DHCP? Where is the PC getting its DHCP from?
 
Hey, I had a smilar problem and found out it was DNS. Put this ip into the address of IE, 64.58.76.225, you should see a yahoo page. Then type in " If it doesn't work and putting the IP in did, that means you have a DNS issue, your DHCP server might not be pushing out the DNS settings. Hope it helps.
 
Thanks for the responds. I founded out that the website host had a port scanning protect feature that banned IPs that to access the web server other than HTTP. I am not sure how that works. But got the problem solved.
 
we found that adding to forwarding dns ip address the dns cache servers of my ISP resolved the problem. Also from the command prompt type nslookup www.[name of site] gives you ip address, alias info etc. Sounds like a DNS name resolution. I am currently using UUNet. I called and told them the name was not resolving and they gave a list of their DNS Cache servers. I added them into the forwarding tab in the DNS server and bam--was in business.
