Might sound strange we have been asked if a department that has a global External /internal number that routes to a VDN can be made visible on the Avaya CM platform.

You could set up a virtual extension with a coverage path that routes to the VDN. The virtual extension would appear in the CM phone directory (assuming you're referring to the directory accessed by the Directory button on the phone)
