Can a MICB in Nortel Meridian EPABX dial out

Hi,

The requirement is to dial out using the MICB card in Nortel Meridian EPABX.
The idea is instead of some users from a country dial into another country parallely, the users can dial locally into a bridge and the MICB can dial to the other location. This will save ISD costs.
Is this possible, can a MICB dial out??
Please suggest
