Can a layer be embedded in HTML?

I am using regular HTML to contain background images and provide bgcolor in a web page. I would like a layer to contain the text that will display on that same page.

The problem is if the layer extends below the bottom of the html it will leave the background color scheme the HTML provides. I'm sure there are other ways to do this, but between Netscape ver. 4 & 6 which don't even agree with each other something always doesn't work.

So is there a way to embed a layer in a HTML document so that as the layer grows vertically the HTML page will expand vertically with it?
