Can a jump menu be inserted in or over a jpg or gif?

Is there a way to put a jump menu (drop down box) inside a jpg or gif without using Flash? Or is it possible at all? I have an interactive map (designed in Photoshop) - I want to include a box where people can enter their zip code. I can use a jump menu form outside the graphic - is it possible to float it over the graphic (in a layer?)? Thanks.

Yes you can but I would think this is a question best suited to the Web Designers forum. I'm sure someone there will tell you exactly how to do it.
