Is it possible for a hub to run at full duplex?

Yes, a hub can run Full Duplex 10 or 100 but the hub must support Full Duplex. It all depends on the make and model of your hub. You'll need to check the specs or try forcing your network card into full duplex mode and see if the network link stays up.
