can a agp 8x card be used on a mobo that only supports 4x?

Not in this case. Current AGP 8x cards are designed to run at both 1.5v (AGP 4x) and 0.8v (AGP 8x).

I don't know of any 8x cards that aren't backward compatible to 4x.
