Can a 9030 transtalk work on an old merlin (1030) system?
& will my 9031 manual give me the info needed to set it up.
I thought they were only for newer legend & partner.

Yes, the TransTalks will work on the 1030/3070, but you will not have the Caller-ID capabilities. They plug into the standard ATL ports on a 10 Voice Terminal Card.
