Can 4mm DDS tapes be reformatted?

We're running Backup Exec on an NT 4 server.
We're using 4mm DDS tapes, and neither long erase nor reformat is available. We tried running NT Backup, and that also can only do a quick erase.
Is there software available that can reformat these tapes? Otherwise when a tape goes bad we have to discard it.
When a tape goes bad, the yellow light on the tape drive stays on or keeps blinking, even when no jobs are running.
We used the cleaning tape also. When we try the quick erase it says "bad media". And it won't let us do an overwrite.
 
it may be detected as a foreign media. You need to run an overwrite job / name tape.
