Can’t complete a 4 digit calls

Avaya S8700 link to an Avaya Gateway 350 via point to point T1 circuit. Can’t complete a 4 digit calls (inter-office). No voice mail lights on phones on the Gateway 350 side. Can complete outside calls from Gateway 350.

how many digits do you dial before dead tone>?
or do you dial 4 and it's still waiting for more input?
