Calls transferred to ICD group rings back

We have a TDE 100 Panasonic phone system. We are having some intermittent issues with transferring calls from one ICD to another. If the caller gets directed to one ICD group and we want to transfer to another the call end up ringing back to original person who got the call rather than dropping into that ICD call queue waiting for the next available person in that ICD group.

Is that person in the group you’re transferring it too. Could be just that he is answering the call because he is in the group
