Calls tranfered to DN when DND is on

I have an issue with a client -- They want to be able to transfer a call to an extension and if that extension does not answer, or is on DND, it go to their voicemail. Right now, the calls that are not answered go to VM, but if the set is on DND the call comes back to the set where it was forwarded from -- Is there anyway to tell it to go to VM even when the set is on DND?

In the ecapibilities of the set programming. Forward no answer needs to be programed with the DN of the VM ext. To find that DN press feature 985 this will give you the VM DN then insert it in the FWD no Answer.
 
Why not have the user use F984 (fwd to vmail) instead of DND? All calls to the ext will go directly to the mailbox.
