Calls to Fire Department

Have a strange fault where random calls are being placed to the local fire station at random times including during the night.

Have been given the DN's responsible and all 4 are in unmanned and locked offices.About 40 calls in total, with no-one speaking just the call being placed.I'm in Germany and the emergency number
for the Fire station is 112.
It's an option 81 with version 23 software.Access to the frame room is restricted so I don't think anyone is tapping in there.Not sure how to proceed.I've disabled
the ports on the first 3 to stop the issue but the forth port has only dialled once so far and I've not disabled it yet to see if it reoccurs. Anyone have any ideas?

Are the calls arriving via spare DID lines?. Do you have any ACD queues that overflow or night call forward to these phones?.
It could be a number of reasons and do you have any call logging enabled?.
