Calls to extn go straight to VM

I have a user on a VPN phone that when he dials an internal extension, some of the time it will ring about half a ring, or just enough to see he's calling and then the call goes to voicemail. This will happen regardless of who he's calling and he can hang up and call right back and it will ring correctly.
Any Thoughts?

You need to use monitor to trace the call flow and see exactly what is happening.
Post it here and you'll get plenty of help.
