Calls to extensions not in Unity subs list not routing

Hi,
We have a CUCM 6.x integrated with the Unity 5.x. Calls on our main number are translated and send to out unity, which plays the greeting, then a call handler routes the dialed extensions. But the calls are only routing to users who are subscribed in the unity server. When I dial an extension that is not a subscriber, I get the message "I do not recognise that as a valid entry".

Unity will only send calls to Subscribers. You may be able to 'fool' it by setting up a Callhandler with the non-Subscribers extension on it and tell it to ring the phone.

Hi pndscm,
You mean I have to either add all my subscribers (300 users, with 50 using voice mail)in the Unity server, even though they do not use voice mail?
Or use Callhandlers for each subscriber?
