Calls sent to voicemail get login prompt instead of greeting

IP Office 500 6.0.18
VM Pro 6.0.44

Any call that is supposed to go to a voicemail box or an auto attendant is presented with "welcome to IP office, for help at anytime press *H, please enter extension and # sign."

Has been working fine for several years.

Just reinstalled VM Pro to a new computer, copied over the VM folder items and imported the DB, same issue.

if you don't have any recordings in the AA, it will prompt for a mailbox login. it should go to the user mailbox if unanswered by the phone/user
