Calls revert to prime set on DND 1

On a BCM 400 4.0, when the calls are transferred to a set with DND on busy enabled, or when a second DID call comes in, the calls divert to the prime set instead of following the set forwarding programming to send calls to call pilot. Hunt groups appear on the phone that are not to go to voice mail. What do I need to change?
 
I ran into the same issue on a 4.0 system. If DND on Busy was enabled and the prime set was set to the extension of the set, the second call would disconnect instead of flashing on the second intercom key and then roll over to voicemail. I opened a case, got it escalated to second level, then to design, and was told it was 'design intent'.

But, it did work that way in release 3.7 and prior, and even Nortel confirmed that it worked in 3.7 and before. My guess is it got broken in 4.0 and nobody wanted to fix it.

However, if the set is manually put into DND mode, it worked as you would think it would.

Not sure what to tell you. Maybe someone else out here has found the magic workaround.
