Calls outgoing return to Receptionist on PRI

I have a customer that we recently installed an IPOffice 8.1(52) with a 12 channel PRI. The issue is when they have someone dialing out from any phone and that person takes to long to complete the local or ten digit phone number that the call returns to the receptionist and it shows the main company caller ID incoming.

example; I go to make a call and dial 9,XXX and wait (anything short of 7 digits), the call completes however the call comes in on the receptionist phone and rings, as if it were an incoming outside call showing the main line caller ID.

Now we have the same setup here in the office, however we get a failed to complete the number as dialed recording.

I have compared ARS, short codes, PRI settings...etc and cannot figure out why this is happening. My suspicion is the call is going out on NET (carrier circuit) and returning from them.

Any ideas or direction would be appreciated.

Watch it is system status. If the call is indeed going out and back in on an "outside" line to the receptionist then the carrier is allowing this to occur...the call is probably being sent to the carrier's router and is then being routed back to reception. They should be denying the call.
 
Or does the receptionists phone has extension 9?
