Calls not queuing

Good morning - We have a hunt group with several members using Cisco 7841 devices to log in and out of the hunt group. Today there is only one person manning the hunt group and whenever that person is on the phone, no other calls will queue, and instead they are going to voicemail (which is how we want it to be if thresholds are met on the hunt pilot (under "Queuing")). We are trying to figure out what we are doing wrong. Any ideas? Here are the thresholds:
