calls not going to voicemail.

I have a weird issue with a Partner Rls 7 and a small messaging rls 3.
I have 4 lines, I set them up to be ringing on all sets,
my:
#208 is ext 10: on all 4 lines
#310 ext 10 assigned
#321 ext 10 3 rings
if I dial ext 10 internally teh voicemail answers and I get to mailbox 1.
but if dial externally the phoenes ring and ring never going to voicemail.
any info is appreciated.

#206 group 7 line xx set to 3 VMS cover or if that doesn't work use 1 assigned because by default it is 2 off
