Calls Just Ring and Ring, Sometimes a Modem

I have customer with a Partner ACS, 206e, 2 slot carrier, PCMCIA Mail 2 AA & 4 Mailboxes, 10 Partner 18D's phones, and a Door phone. The existing system has been up and working for about 2 years.

The problem is: when you call the system about 50% of the time a fax modem answers, the other 50% of the time the call just rings or is quickly answer by dead are? They have three lines. Sometimes when you call the number two lines will light up and answer? When I unplug the lines from the system and call them they ring perfect to my butset. No modems, no disconnecting etc?


So this is what i have already done. Replaced the processor with a brand new one. Did not fix anything


I replaced the Partner ACS and Voice mail, without the 206 or 2 slot attached, didn't work differently. Disconnected all phones and voice mail, only the new ACS and one random phone. Changed the phone to a different phone just in case, still had the same symtoms. Did another 989 clear. Called, modem answered first call from my cel phone? Second call quickly was answered and then dead air? Problem goes away when lines are unplugged from phone system. What could be going wrong...

Or course to top things off, the phone company said everything is "great on their end".
 
Someone on the system must have a Partner station port plugged into a modem or fax. Try unplugging stations from the control unit one at a time to see if the problem ceases.

Also check your voicemail hunt group 7. With the PC Card Mail only extensions 78 & 79 should be assigned. Unassign all other extensions assigned to hunt group 7 in system programming, #505 - group 7.

I have already unplugged all telephones/ ext ports and directly plugged in a phone. Same problem. Not just modem, sometimes a ring Partner ACS answers with no VM inserted, even after 989 clear has been done on both new and existing systems. The system is installed about 200 Ft from demarc point and the customer is to far from the CO to get DSL? Could the modem problem and false answering be associated with a low REN? It seems that if a modem were attached somewhere it always would answer? Not just randomly on certain days? Thanks for any help!
 
are any of the lines going thru a alarm panel before they get to the partner ?

I have seen malfunctioning fire and burglar alarms answer randomly
 
What happens if you turn off the ACS and call in? Does it still happen?

I had an ACS 3.0 answer with a modem intermittently. What I did was to take ext 76 and remove line ringing. The problem has not reoccurred for about a week now. Other service calls have seen modems answer. Normally internal and they got switched to auto-answer. The problem is that most customers forget about them.
Multiple lines going busy sounds like the vm ports are not programmed but have line appearances ringing. They race to answer the line and the loser gets an outside line. I bet Ext 78 & 79 are not assigned to hunt group seven since you defaulted the system.
