calls going to operator console when phone forwarded to external

looking for some help, i have a Meridian 1 Option 11C with release 22. My problem is when i have a phone forwarded to an external number and someone calls me using a prepaid calling card it routes to my attendant console automatically. Any idea where i can resolve this in the pbx?
 
well its not a particular tn because it happens across my network. i have made turned on CFXA on my tn for example and forwarded my phone to my cell phone. it works being called from outside the pbx and inside the pbx but as soon as u call using a calling card it automatically sends it to the attendant. here is the way my tn is built:

Is the original caller able to dial your mobile the same way as you entered it in the CFW 11 key? If they are not alowed, they will be forwarded to the attendant.

Add your mobile to the FCR list in LD 49, or insert your number with the route Access Code (ACOD).
 
well the caller is using a calling card , if they call without it, the phone forwards just fine. so they are dialing 9032474854 directly which i have forwarded to my cell phone 9-9035570089 and the call goes through. its just when anyone uses any calling card to call 9032474854 that it automatically routes to my attendant. i tested if it would do the same thing if forwarded to another phone in the pbx and it did. its just when it is externally forwarded that i get this. is the pbx looking for something? like ani ?
 
no change, still goes to the attendant
