Calls going straight to coverage.... why?

I have two extensions that are going directly to coverage (voicemail) when transferred by the AA. They're in the appropriate coverage group (#30), so I'm not sure why they're going directly to VM instead of ringing the handset first. Any suggestions?

they might have no phone assigned in the voicemail, log into the administrator of the voicemail and check the phone status of these mailboxes, if there is no phone assigned then it won't try to transfer and go to mailbox immediately

I appreciate the suggestion, but both mailboxes have the "Has a telephone" option enbabled.

Any other suggestions?
 
Is "Do Not Disturb" active on those extensions [ponder]

If it ain't broke, I haven't fixed it yet.
 
Are the phones physically connected and working?
