Calls go directly to individual voice mails instead of CCR when a line is in use...?

We have Norstar system with 3 incoming lines that rollover. We recently created a CCR tree with all paths (2 levels) and assigned it to AA Greeting Table and enabled with no problems (It's CCR Tree #1). If no lines are in use it works fine - AA message first and then on to CCR path 0 - press 1 blah, press 2 blah, etc.

However, if any extension is using one of the lines (a person in the office calling out or receiving an incoming call) and another caller calls in (which comes in on another line), that incoming call goes directly to the persons voicemail that is on the other line. No AA no CCR - just directly to voicemail - (Hi, this is Mary. I'm away from my desk so please leave a message).

I'm sure I'm missing something stupid. Any help would be greatly appreciated!
 
Turn off call forward busy on each set. Terminals and sets > Capabilities > Forward on Busy
