Calls getting dropped

We get about 2500 dead air calls a day and can't figure out why its happening. A call comes in fine, but no one is on the line. We are using MPower as our carrier.

We have a type SL63 board. Anyone know what else I need to do or check to correct this problem?
 
Maybe you have a mismatch in the channel numbering. I have noticed that with Nortel PBX's it often happens that the channel numbering is not identical. f.e. when you make a call over time slot 18, this can be channel 17 or channel 18, depending on how you number the channels.

Usually this problem only occurs when you make calls over time slot 17-31. Time slots 1-15 are numbered channel 1-15, time slots 17-31 can be numbered as channel 16-30 or channel 17-31
