Calls from outside get "Phone has been disconnected"

The user is setup to get calls from a coverage path, he can get those calls from the outside, is an 800 number. When someone dials internally he gets the call. If someone dial his entire number 383-####, gets the disconnect message. Any suggestions?
 
From where is the call coming from when " someone dial his entire number 383-####"?
 
Is the number "383-####" part of your DID range purchased from the LEC? Is the call coming over a tie trunk from another of your switches?
Does your area require 10 digit dialing for local calls?
 
Use the command "list trace tac xxxx" where xxxx is the trunk access code of the trunk goup you'd expect these calls to come in on. Then make a test call and see if the call hits the trunk group. You may have a COR problem if this is part of you DID range.
