Calls forward to voice when shouldn't

norstar 7.1 cp 3.1 in a school
ext are 4xx range, voice mail boxes in 5xx range. voice mail boxes are set for msg notification to corresponding ext. ie ext 413, mb is 513. external calls to ext on a rna, forward to corresponding vm box with out any call forward in place. would like call to terminate at ext.
