Calls fail when directly selecting a line appearance to call out.

I have an IP Office R 7.0. The phones have the line appearances of the 4 copper trunks. If you pick up handset or speaker and dial your ARS (9) to get out the calls go through all the time. BUT if you directly press one of the line keys to dial out the first call and sometimes the 2nd call fails then the 3rd one goes out. I cannot seem to find the right setting that may be causing this? Any help would be appreciated.
