Calls fail to Disconnect

I have a Customer with an isssue I cant find an an answer for

At location A, they have an IP office R 11.1 with various digital, IP and SIP phones. Everything seems to work smoothly.

At 8 other offices, they have IP 500's with various phones, and these offices are all linked together via an SCN that works smoothly. Each of these offices also has
an IP Or Sip Phone that is connected via VPN to the main switch at location A. They all work smoothly.

The problem child is Location XXX. A new location with just 8 J179 Sip phones connected to the switch in location A via VPN. The phones are licensed, programmed with extension and user and they register fine with the Phone switch in location A. They can call out, and you can call in. However, at the end of the call, the phone locks up... pressing the buttons has no effect.. the Phone is just locked there. It still shows as registered to the system in location A. They have changed and removed all of their firewalls, which did nothing to change the situation. I took a working J179 from location A and took it to location XXX. It registered fine, called fine, but then had the same issue. The phone, the Network switch, the network modem and Comcast internet are not passing the information on the disconnect back and forth. I have talked to my dealer, I have talked to other business partners and I cant find the answer to this problem. Any thoughts or answers?
 
First point would be to upgrade the J179's to the latest 4.0.10.3 firmware if not on there already.
