I want to allow only 24 analog lines the ability to transfer an external caller to another off switch number. I changed FTOP to FTLY and the CLS on the set to FTTU but the calls still drop.

I still have TRXX NO and EXTT NO. I am using ISDN/PRI trunks to the telcos. Do I need to change one or both of those options in the CDB to YES? Is there a setting in the route that I should be looking at? How can I leave my system locked down except for these 24 lines?

no matter where you go, there you are.

You will need to set both TRNX and EXTT to YES. This should still restrict external transfers unless that station CLS=FTTU.
