Calls Answered on Analog Device are Dropped after 10 Seconds

We have the Partner ACS Rel 6, ACS308 Module, and Partner Messaging Rel 6.

When we answer phone calls using an analog device (cordless, POTS, etc), about one in five times, the switch drops the call and leaves you with a fast busy signal in your ear. Same signal that you would get if someone were to hang up on you and you continued to leave the cradle off hook. It seems like it is not detecting a line in use.

Any ideas?

The fast busy is coming from the CO. I wonder what their disconnect timer is set for? There is no reason for the switch to drop the call, and it isn't. This is not a normal fault for a Partner system.
