Callpilot port lockups

I get end users every now and again that say they can't access voicemail because it's in use. I get the following post below and the TDTN shows a tds in use. I disable the the tds loop but the problem does not clear. I have to disable the port in the cs1000 for Callpilot to resolve the issue. I thought at one time this was a TDS issue but when I disable the loop the issue stays. Could it be a bad MGATE?

what type of trunks do you have coming into your system. I have seen this with analog trunks, but not too many people have those these days.

It would seem that you are not getting disconnect tone to release the line and it is getting stuck in the switch.,
 
The end user just dial the sdn to check messages.
