Callpilot not saving message while phone is busy

I have a remote site that all the phones are not saving messages while the phone is busy the caller hears there voice mail leaves the message but Callpilot doesn't save. It works fine if the phone is not busy phone rings 3 times then voicemail and the user gets the message. These phones are setup the same as the main site and it works here any ideas?

have you tested this on site? try making a set busy leaving a msg, then #.. the tie between the switches may be doing something strange with answer supervision.. i would make sure the switch was not seeing an err code (npr) after those calls, usually the switch catches those problems before the user.. some techs seem to ignore those..
