Callpilot is not coming up

I have rebooted the CP server many times, but its not coming up.
1.I am able to ping the CP ELAN IP address from PBX and vice versa successfully.
2.Changed all the services to manual from automatic and then rebooted. Still it doesnt comes up. Then I changed to automatic but no luck.
3.Callpilot AOS service, Notification service and Resource pkg Service 1 were not started.

ELAN #: 016
APPL_IP_ID: 0 .0 .0 .0 LYR7: DOWN DSBL
Please let me know what needs to be check to restore the callpilot service.

Tried running through the config wizard and reboot?
