CallPilot Desktop Messaging Not recognizing Outlook Work Offline

I have a laptop using outlook and Desktop Messaging.
Outlook is set up to choose Connect or work offline.
When the laptop is connected to lets say DSL, and I select Work offline; Outlook Desktop messaging will attempt to connect to the server, locking up the outlook startup.

Outlook will only connect if user is directly conected to intranet, or VPN.
