CallPilot 4.0 outbound faxing long distance 1

We are having considerable trouble trying to fax outbound through the Nortel fax (part of the CallPilot desktop messaging). We can fax locally just fine, however long distance faxes get rejected.
We have our system configured to require a 7 for all outbound calls and require a long distance code after the number is dailed.
The reply in the Callpilot mailbox states the fax could not be sent to "7,19041231234,1234".
We have 2 PRI 1 local and 1 long distance.

Any experience this and know the fix?

Support for Pause on ISDN Interfaces
Introduction
Nortel Networks wishes to clarify for its Nortel Networks Meridian 1* users that a delay (pause) in
the outpulsing during call setup by dialing asterisk (*) cannot be accomplished for ISDN interfaces.
This feature was intended and designed to be used only on analog and DTI interfaces and not ISDN
interface. Also on public ISDN interface, the North American ISDN standards do not allow
introduction of delay while outpulsing the called party number.

Nortel had introduced a feature in Meridian X08 software in 1982 which allows the user to include
delays in the outpulsing by dialing the asterisk (*) in the original digit string .Each asterisk (*) signifies
a default three-second delay in outpulsing. This feature was basically developed since PBX nodes
were occasionally required to pause at various points in the digit string to allow the remote node for
trunk access and register attachment for signaling in Analog/DTI network. This feature will only
work with analog/DTI interfaces and not ISDN. The reason for this is that Analog/DTI interfaces
use tone based signaling where each digit in the called party number is signaled separately and hence
it is possible to introduce delay between them.
Additionally, in North America, ISDN call is setup in Enbloc mode only i.e the ISDN standards used
to connect to public network mandates sending all the called party digits in a single message. Since
there is no provision to introduce delay and split the called party number, this feature cannot be used
on ISDN interface.

Well, here is my confusion, if this is true, then I wouldn't even be able to make any calls through a PRI since I have to dail a 7 and a code. but it only effects long distance faxing through Call Pilot, not local faxing through call pilot. Faxing in other appliations work just fine.
 
Long distance through CP fax server only works if you allow the CP to dial without auth codes... for some reason, Nortel did not provide for this in CP. You can require codes to be dialed from a phone but it will not work in Nortel Fax...

When I asked about it, they said no one uses auth codes anymore.... yeah, right...
