Calling out on a 7316e second intercom line

I have a 7316e phone when I initiate a call through PRI the first call goes through and the second call made from either intercom will ring busy, release reason message is user busy. This only happens on certain phones not all. any Ideas?

Copy the working phone one to the phones not working and this will tell you if it is a programming issue or something else.

Are these incoming calls from outside through the PRI to the 7316? If so, in programming, change the number of appearances to 2.

also set DND on busy to No for the set
