Calling out locally over one trunk group

hi, after 4 years of local calls routing this way, we are not able to dial today. looking at the route patterns and partitioning tables, but can't see where anything has been changed to cause errors. any ideas on the information below?

Did you try dialing it a '1+10D'?

'All calls within and between the 215, 267, 484, and 610 NPAs can be dialed as 10D or 1+10D. Calls to other NPAs must be dialed as 1+10D.'

yes, i did. you're correct, it can do with or without the 1 but today, everyone is getting a fast busy. All seems to be going over a particular trunk group. We can dial fine over the others if we change cors on the station.

yes, i did. we have some calls with the same COR that have gone out ok, which now makes me think that there is an issue with our one of the local carriers. trunk group and ds1's test fine. all tests on trunk's are fine.
now, i'm just being told that no inbound calls are coming through (same trunk) for administrative staff.
