Calling Line ID

Hi,
We have a customer who requested that when they use a 9 for an outside line that we do not show caller line ID. So we have blocked it at the route pattern level: Calling line ID Presentation set to 'Restricted'.

The customer came back saying that a caller line ID was being presented, it turns out the SIP trunk providor was the issue, they have come back with this:

The issue we have is that when you use 9 as a prefix, we receive no details of the callers identity. Due to this when we pass the call out to a carrier to connect the call on at the far end, a carrier in between is adding the CLI 01269849592.
If you can ask the PBX maintainer to set up the service so that the CLI is presented to us and a request for restriction is received, we can then pass this out to the carrier who delivers the call to the far end. This would then mean that the carriers all have a caller id, even if it was restricted.

My question is, how can I allow caller ID and then send a restriction?! Is there are way of sending caller ID but asking for a restriction at the same time? The DN's all have an external phone number mask so if I removed the restriction it would send the CLID.

The Telco is saying to let them know that it is the customer calling, and they will block it once passed. So basically it needs to be done on the telco side, but they need to see the caller ID first so they can block it.
