Calling External Programs from a Stored Procedure

Hi,

I'm using Adapstsive Server Anywhere 9.

Can anyone help me execute a program/communicate with a program from within a trigger or stored procedure?
Basically everytime a row is inserted I want a program to run.

Does anyone know if this is even possible?
