Calling an Extension Internally Rings to a Different Extension 1

Site has Partner ACS R7.0 with Euro 18D sets. Yesterday the site developed an issue - when trying to call internally from Ext. 13 to Ext. 39, the calls are ringing to Ext. 10 instead of Ext. 39. I had the site contact check Ext. 39 to see if there was a Call Forward button enabled, but contact said there was no button - the only buttons that were labeled were Page All and Voicemail buttons. As all of the site's 18D sets have the same config per the site contact, I did a Copy Settings in case someone accidentally configured and enabled a button, but calls from Ext. 13 to 39 still ring in at Ext. 10. What am I missing?

 
To confirm that the forwarding is not active, go to extension 39 and enter

Feature 11
followed by 39 39 in the forwarding to guarantee that the forwarding is not sending it to ext 10
