Caller is on the phone and it just rings and ringd 1

I have a Nortel/Avaya BCM 450 with IP and Digital Phones.

Right now, if a caller is on the Phone and someone calls them it rings the usual four times and then goes to voicemail.

I tried setting the DND on busy but then it just gives a busy signal to all that call.

Would love to have it to when a caller is on the phone, it either just appears and goes to voicemail with no ringing.

Set call forward/no answer in capabilities for the extension and specify 4 rings.

I looked on the Capabilities and Preference Tab and then the Tab Labeled Capabilities below the list of extensions and Call Forwarding does not seem to be one of those options.

It looks as if the FNA is set since it does go to VM after 4 rings. You can not stop the 2nd calls ring while on a call but you can forward on busy to VM.
Look in term& sets capibilities.
