On a Legend, is there a way to get caller ID information without getting a PRI? Even if it requires a few pots lines??

Yes, POTS lines can do it, and you can toggle between Name OR Number.

But, you must have CALLER ID CAPABLE T&R Cards, AND it is ONLY on LOOP START, not Ground Start.
