Caller ID Trunk Cards

I recently installed a new Compac system, with two new Caller ID Trunk cards. System testing showed that I could pull dial tone on all 6 lines, but line # 1 (only) would not ring in. I suspected that port # 1 on the first trunk card might be bad, so I powered the system down, and switched the cards around. When I powered back up, I couldn't get dial tone through on any of the lines. I powered the system down and back up twice more; with the same results. I powered down, put the cards back into their original order, and powered the system back up. Except for the original problem, everything came back up normal.
The ringing problem ultimately turned out to be a problem with the LEC. After they got their CO problem fixed, everything began working as it should. Question: does anyone have any idea why the trunk cards quit working when I switched them around? And/Or why they would start working normally again when I put them back in in their original order?
 
The trunk cards can take a couple of minutes to become active after the phone sets come back on when you power cycle the system.
 
That's a good possibility... it wouldn't be the first time I've been reminded to slooow dooown! Thanks for the tip.
