Caller ID showing as XXXX 2

Guys,
A few of our telephones are having a little problem, when the user dials internally, Their namue usually shows up on the recipients telephone, but in the case of these few telephones, the callers is showing up as XXXX.
Ive tried changing class of service, CNIA, CDCA, CNDA, and DNDA.
But it makes no difference.
has anyone else had this problem? We have Meridian option11

If the calling phone has number restricted in class of service, the phone will display XXXX instead of the number.

Present/Restrict calling number - DDGD/A
Present/Restrict calling name - NAMD/A

If the number is restricted the phone will display ---- instead of the number.
If the name is restricted the phone will display XXXX instead of the name.
