Caller ID 2.0

We have a client with a 403 running 2.0.16 who is receiving only the first three numbers of caller ID on their E&M Tie T-1. When a call is answered at the site, the site hears touch tones being passed through the line and is then connected to the caller. New one for me, we have this exact solution with the same carrier(XO) that is functioning properly two miles from this office.
