Caller display type 1

Why would all of the extensions in our Philly office have the caller display type "On" and in the main office have them all set to "Off" in the extension config. Does that not let people get caller ID information?
We seem to get about 50% of the calls inbound with Caller ID information in the main office.

Caller ID on/off only refers to analog exts, CLI to an analog ext will delay the start of ringing so if the pot does not have cli display it most installers will disable it.
it has no affect on digital ext's

missing cli is usualy due to it being witheld by the caller, you can prove this by using call status or monitor
