Caller disconnects after dialing extension number 1

I have an existing account that added some VPN phones, now when a caller hits 3 from the VM menu, call is disconnected. Any ideas? Short code of 3?? in menu and system.
 
Monitor wil tell you. Run the targeting filter, lines, call events and ars. It may come back with something like :attempting to target 308-not logged in- no voicemail-no overflow configured busy here-endingcall-

Monitor will tell you why the system is doing what it is doing.
We all use it to quickly find out why.
