Call Waiting Problem

Hello Dears,
We have an executive/secretary group that 3008 is defined as executive and 3009 is defined as secretary. We have a problem in this group:
Subscriber Number 3 calls 3009 and 3009 answers. When 3009 speaks, subscriber number 4 calls up with 3008, the subscriber number is displayed on 3009 phone display, and 3009 can toggles between the callers.
Problem:
Subscriber Number 3 calls 3008 and 3009 answers. When 3009 speaks, subscriber number 4 calls up with 3009, the subscriber number isn't displayed on 3009 phone display, and 3009 can't toggles between the callers.
What is wrong?

What kind of phones did you roll this out on? I ask, because even though it is not supported in the US I rolled this out using Openstage 60 phones, and even then I was 1 button short, so in my case I shout off the keysystem features so that I didn't need a Prime Line key on the phone and I could use the extra button for something else. Without a prime line key on the phone I could not see another incoming call while the person was on the phone. That wasn't horribly bad, but I finally killed it after 3 years because the executive could not put calls on hold, presumably also because there was no prime line key on the phone, but I never figured that out, and no one would help me because it's not supported..... If you removed your prime line key to make room for all the buttons, or if for some reason it won't allow you to have a prime line key, that might be your problem. I set mine up in 2014 so it has been a long time and I don't remember what I all went through to do it.
